The exceptions within Administrative Code 45 would be hunters entering, for established hunting seasons, provided it is no earlier than 1 hour prior to the opening of hunting hours or when there are no hunting hour restrictions and fishermen that enter prior to the closing hour for the sole purpose of fishing.
