Grant Title: JAG Recovery Act: Livescan Upgrades 2009


Description: JAG Recovery Act funding will be used to provide one-time funding to the Wisconsin Department of Justice and the Wisconsin Department of Corrections for specific fingerprint technology upgrade projects.

Anticipated Funding Amount: A total of $150,000 in federal funding is available.  These funds will be allocated as follows:
• $40,000 to the Wisconsin Department of Corrections to expand the use of fingerprint technology in the Division of Community Corrections (DCC) offices.  This request would include 3 Digiscan units to be installed in 3 DCC sites, as well as 2 livescan units with mugshot capability.  Additionally, DOC would purchase a new livescan unit at Dodge Correctional Institution. 
• $110,000 to the Wisconsin Department of Justice to purchase four separate devices for the Crime Information Bureau.  These devices include one livescan capture device, one batch scanner, and two fingerprint card scanners.


Match/Cost Sharing Requirement: None


Eligibility: The Wisconsin Department of Justice and the WI Department of Corrections are the only eligible applicants.  Each Department will submit a separate application for funding under this grant announcement.


DUNS Number: The federal government now requires a DUNS number as part of the grant application to keep track of how federal grant money is awarded and disbursed. If your organization needs to obtain a DUNS number, go to
http://fedgov.dnb.com/webform. You can also search this site if you cannot find your agency’s number. Under normal circumstances, a new account can be created in 24-72 hours. The federal government has published DUNS Frequently Asked Questions at http://fedgov.dnb.com/webform/displayFAQPage.do. Check with your agency’s financial office before registering for a DUNS number - it is likely your agency already has one. OJA cannot award grant funds until an active DUNS number is provided.

Eligible Expenses: All expenses must be new and cannot replace existing state or local government funding. Substitution of existing funds with federal grants (supplanting) will be the subject of monitoring and audit. Violations may result in a range of penalties, including suspension of current and future funds under this program, suspension or debarment from federal grants, recoupment of monies provided under a grant, and civil and/or criminal penalties. Funding may be used for equipment, supplies and operating expenses, and consultant or contractual expenses.
