Grant Title: HS Training Portal Project – WEM (2008)

Description: This grant will allow Wisconsin Emergency Management to purchase the training portal software to assist with the tracking and reporting of homeland security related training and exercising for responders in Wisconsin. In contrast to the state's current system, the new system will provide web-based access for students, training coordinators and state administrators to student records, course catalogs, rosters, transcripts and reports. It will facilitate communications amongst these stakeholders through automated e-mail notifications, a feature also lacking in the existing software system. It will pre-populate with the course catalogs and registration forms of key homeland security training providers, which our office administers and approves. Also, it will be able to import Wisconsin's historical training records from the old system.

Anticipated Funding Amount: One grant will be issued to WEM for this project in the amount of $120,000.

Eligibility: Wisconsin Emergency Management

Eligible Expenses: All expenses must be new and cannot replace existing state or local government funding. Substitution of existing funds with federal grants (supplanting) will be the subject of monitoring and audit. Violations may result in a range of penalties, including suspension of current and future funds under this program, suspension or debarment from federal grants, repayment of monies provided under a grant, and civil and/or criminal penalties.

Funding may be used for the training portal software, tech support not to exceed the end of the 2008 grant period, and custom tool development all not to exceed $120,000.
